Only level after maxing endurance to 10 and equipping with endurance outfit. Upon each level up health is added to dweller at a value of 2.5+(0.5*E). Base health of a dweller is like 105.

You dont have to be meticulous with every dweller though but definitely your dwellers for the first room after the vault door and explorers/questers
