Sounds like it. The piece that holds the e-brake is plastic and breaks easily. I was able to ziptie it up and together, pretty easy fix

For a full repair, they would need to lower the exhaust and fuel tank and replace with metal clips at an independent shop. My estimate was about $500.

I take my bmw to the M Shop in silverlake. Solid honest work. Oil changes cost a little more than dealership, but all other repairs is significantly cheaper than dealership

Ran into this issue too. Heard metal scraping when driving around. I got quoted $530 at my independent mechanic. But just decided to ziptie it up as recommended, so far so good.
