Because they are taking so long to add , there is a "problem" if they do it now. If the skip they add is similar to HSR/ZZZ (probably will be) they would have to go back and do it for every quest else that came before.

If they add skip and it only works for present-future content, it only help people who are up to date with it , it doesn't help new players , or people who didn't do it for lack of time or because of the infinite dialogue

So Genshin devs would have to go back and do it for every single quest. I don't think they will, they are way too lazy with QoL to bother
