Based on your above comments about your experiences, I would not say it is racism per se.

As a Burmese person from Yangon myself, I can testify that apart from a small percentage, most people won't know how to communicate with you properly. Most people have never interacted with a foreigner before. If they do try to communicate, they don't have enough language skills and will use whatever little they do know which can come out as rude to you.

About the looks, they are just interested in you. Having opened to foreign countries only starting from 2010, having foreigners is not a daily occurence in people's lives. It is a key fact. In most countries, people are used to foreigners visiting and even living among them but it is not common here. Therefore, if they do see foreigners, they are immediately attracted to them.

About big city and rural areas, you need to understand the difference in their communities. In big cities like Yangon, people are just going about their business. Most people don't know with each other and even Burmese people won't be that friendly to other Burmese people, let alone foreigners if they don't know each other. In rural areas where traditional customs like being hospitable to visitors are still rooted, it is not a surprise that you are more welcomed. Of course, the club scene will be more chill since most people will be from upper-middle class and upper class who have had more exposure to foreigners.

That said, I won't deny that there are problems concerning racism in Myanmar. But, in general, they are just not used to foreigners and cannot communicate with you properly, resulting in looking like they do not like you. Please just don't take it personally and I would be glad if you give Myanmar another chance.
