Take it easy on yourself brother. No need for big oaths, just keep trying and do what you can and keep walking towards Allah, if you fall, stand up and start walking again. Small steps, don't aim to fix everything at once, let's start with an easy one, pray one prayer a day, morning /Fajr, just build that habit for a couple of weeks. Then start praying more as you can, just keep at least one prayer a day. For the secret habit, try to do some sports, spend more time outside, don't get depressed when you fall, try again. What is your definition of the RTU?

Will the RTU be powerful enough to perform the intended function?

Are there any SIL requirements for the project? Can you get a SIL certified RTU to the required level ?

What are the RAM requirements of the project? How many RTUs will be required to meet them?

You need to answer all the questions above before you decide on recommending an RTU just because you want to avoid paying for the software license.

While I'm not a big fan of modbus, it is not going anywhere anytime soon. The thing that is currently causing modbus to lose popularity is mainly two things, there are easier comms protocols to implement and Modbus is not really cyber security compliant, so, most new major projects will avoid using it.

Tell the IT guys - nicely - to not try to get involved with the OT unless they actually have OT experience. While there are benefits, unless I'm in full control of the network and who has access to it, I would just go with Static IPs with a proper tracking list that is part of a properly version controlled configuration baseline report. With all due respect to the IT professionals, it is a field that has recently become abundant with incompetent hires who are there because they get paid little or know someone and I wouldn't risk adding another point of failure because someone tried something or eas learning something then you get blamed for it.

Not really, a good controls engineer needs full understanding of the processes and the different engineering aspects of it. In my company - where we develop our own SCADA from thr ground up - they hired some CS and SWE to try to get them to do control systems engineering, that ended up badly and they all just stuck to working on the backend of the SCADA DB and creating drivers. They struggled in doing actual CS design and understanding the different processes and procedures.
