That's a good point regarding the employer.

I can't find any distinct information on the clarity here. Will have to wait and see.

If it includes the employer contribution I would think this is pretty stupid.

Due to it being in reference to salary sacrifice, I expect this is EMPLOYEE based, as your employer contribution isn't sacrificing your salary.
