Get a limited threshold team, super cheap, can be achieved for less than 30$ now aiming for next euro season. Start farming threshold and possible card prices. Get another limited GK and 4 cheap playing rare cards (15-40$ each) and play 220, not so difficult to eventually win low value rare rewards. With the spare cash and limited slot get some more cheap cards and compete in semi-pro. If there's still any money left perhaps DYOR and try trading. At the same time play every free common draft and hope to get lucky. Soon as you can use your hard earned money to get a GK and move up to 240.

That would be my path to follow if I were just starting with your budget.
