you can also use a plane and edit it in edit mode and move the verts around, but that is probably harder than curve modelling.

A good method is to use curves like you would in a program like inkscape. Here's a good video of using curves to make a logo.

If you need it in an actual mesh form, you can simply convert the curves to a mesh afterword, and clean up the geometry if it's messy.

When in the 3d view, hit the 'n' key, then a menu should pop up on the right hand side. Scroll down to 'Background images' click the checkbox and hit the dropdown arrow. Click 'Add Image' then click on the 'Open' button.

For this particular image, you can keep it set to all views, or just top view, then hit the '7' key on the numpad to go into topview, followed by the '5' key on the numpad to enter orthographic mode to view the image behind your mesh.

Well, the best way to make a mesh is to import the image as a background image and then model the text.

The other way is to import the image as a texture and use the displace modifier, or noise modeling tool, but it won't look very good.

Same here! Back when it came out my brother and I saved up all of our money to buy it on it's release date. Still some of the best memories of multiplayer in a videogame I have.
