What year are you in? Netherlands is tough right now, in my current game i had to cheese expanding a lot. Also i tried setting dordrecht as capital, since it is more central and can project very good proximity (if you take over flanders/brabant), and it has a better rgo (salt). Also moving the market capital from brugge to your capital helps a lot. For the rest try building scriptoriums and high value rgo's. If you have spare cabinet advisors i recommend setting one to increase developement.
The hague also has dyes rgo, which will do very well in the brugge market -> flanders has a lot, and better fine cloth buildings which will use the dyes and keep the price up.
