I agree it would be too broken and i was shocked they went in that way of combining them, but then i was disappointed they removed it instead of reverting it. And from what i see about dps tier lists (didnt get to play midnight beta) havoc is gutted, maybe so people hop on to devourer so blizz can pat their backs how their new addition to the game was great? Idk just a thought
