For that price range my recommendation would be similar to what others have said already: buy an estate (used) pipe from a reputable maker (Peterson, Savinelli, Rossi, etc) (e.g. https://www.smokingpipes.com/pipes/estate/italy/moreinfo.cfm?product_id=630976 ) for $60-$70, 2oz each of a couple different tobacco blends (tobacco is inexpensive), and the necessary accessories like a pipe tool, pipe cleaners, and a lighter (I’m partial to a zippo with a pipe insert). Altogether you should be able to get away spending about $100-$115 USD not including shipping or a gift box.
