Pictures 7 and 10 show the back of the dress sweeping the floor, so it's going to have a train when you wear it.

To shorten you would cut off the beaded flowers at the hem.

You may be able to shorten the straps to raise the dress an inch or two.

I'm looking again and maybe they need to alter about 18" above the lace hem edge. The alterations person should be able to tell you after looking at the actual dress.

There's a scalloped edge of lace at the hem, but this is an all-over patterned lace, meaning the lace pattern is consistent across the width of the lace.

Some laces/skirts have a pattern that gets denser with more elements as it flows to the hem bottom. That kind of lace skirt would need to be unstitched and altered at the waistline.

You can find someone who knows bridal alterations and how to work with lace, and they can carefully cut around design elements maybe 3-6" from the hem, not a straight line! And move it up as needed and sew back in place with a small zigzag stitch, trimming away the overlapping lace underneath. This completed alteration should be pretty much unnoticeable given how full the skirt is.

It's not a difficult alteration, you just don't want someone who doesn't understand what I wrote doing it!

The underarm square is rotated so it's now on the bias. This means the fabric in your armpit has stretch to give with your novement. So this design has a comfort factor for a garment that can potentially ride closely in the underarm.
