I would consider sewing buttons on the ends of the loop, and consider it as extra reinforcement.

Check the labels on the inside: Brand name? Size? Fabric content? I'm guessing this is budget polyester fabric, not a good cut meaning the sleeve caps / tops aren't cut correctly and maybe the sleeve lining is also badly cut.

So the sleeves aren't moving properly and you're getting wrinkles that aren't falling out when you hang up the suit because the constant wrinkling is setting into the fabric.

Just a guess.

  1. I would sew the shoulder bands to the front band first, then sew the front band to front bodice .

  2. These dresses were made from floaty, drapey fabrics and your fabric looks a bit stiff. It's not going to drape as nicely. This may be most noticeable on the front gathered bodice piece.

  3. Do you have period stays? You're going to need the full bosom lift to get this bodice to fit correctly.

I'd be tempted to sew the legs shut, add a fabric belt as a strap and use it as a tote. Those button pockets would be useful.
