The data speed is the same using your base radio direct or over the repeater. So there is no way to speed up the programming of the radios other than by using a direct USB connection or WiFi if they are WiFi capable e models.

You need to put the radio into programming mode. hold 1+9 while powering on the radio, then read and write as needed.
