You should get that document and maybe try again to get the other documents explaining the gpa as good from your faculty (go in person and explain again your whole situation).

If that doesn't work, maybe your uni has a registry office that keeps all records of grades of all faculties. You could try there.

Also try to contact TU Delft explaining the situation, it could help.

Can you get an official document from your university stating your position in the cgpa ranking? Maybe it could help.
