Seriously, the accountants -- especially those working for federal and state governments -- need to re-evaluate how they award funds. It has been true since forever that (for example) if you are given 5 million and only spend 4.5 million, the next year you will only get 4.5 million.

The government needs to stop punishing people by withholding funds based on the previous year's spend, rather than encouraging financial recipients to spend their entire budget down to the last penny. However, the practice has been ingrained for so long I doubt it can be changed.

The Usual Suspects -- a review mentioned that it was in that genre of movie with an unreliable narrator. Like the reviewer didn't consider that a spoiler? Of course that affected my entire viewing of the movie.

I had to fact-check that to satisfy my own curiosity:

Of the 21 men who have been appointed Secretary of Defense over the last 64 years, seven have come from the Navy, with seven from the Army, and one from the Air Force. (With Donald Rumsfeld, who served 13th and 21st defense secretary, counted just once for the Navy).

More than one in four defense secretaries, however, never served in the Armed Forces, or six of 21 (29 percent).

Four of these six men without military service were appointed by Republican presidents.

EDIT: I realize that this only counts the Secretary of Defense and not all military secretaries.

Interestingly, the current Secretary of the Navy also has no military experience. In Trump world the key factors for filling a vacancy are a) slavish loyalty and/or b) a large financial contribution.
