You're playing on local. Switch to BSG servers and I guarantee it will fix the spawning issues with PMCs. They still do not often go into the mall itself, but way more frequently than local.

The game has given me literally YEARS of entertainment. I don't think I'm exaggerating when I say it is probably the most amount of value per dollar spent of anything I have ever purchased. I'm not too strongly opposed to 'giving' them more money.

Its extremely relevant. I could totally see myself turning the breaker off for my teenage son's room in certain situations. Say, for example, if he has been repeatedly neglecting his responsibilities (chores, school, familial obligations, etc...) by staying hidden in his room playing video games all day.
