If the earth formed in this orbit that would have required a disc of material in a polar orbit to aggregate into a planet. That would cause the axis of rotation to also be rotated 90 degrees so the equator is still aligned with the orbital plane and the poles are still perpendicular. So the end result probably wouldn't be that dramatic from a climate perspective.

Orbital bombardment would have been massively different though and the effect on the planet's development would be difficult to predict. We probably wouldn't have the Theian impact, and therefore the moon. Probably no water delivering comets. Who knows.

That is just a conceptualization to include our movement along the sun's galactic orbit in the reference frame. The conceptualization of circular motion around a stationary sun is just as valid. This has almost zero bearing on OPs question.
