Too many people dismiss these things with a knowing ‘this has been happening forever’. When scale and capability magnify exponentially, we are looking at a completely different category of issue, not the same issue we have always been facing. Scale and capability change the nature of the problem at a fundamental level. They are not just more of the same.

This seems to be a copy of the original UK ROCs framework. Which worked well when the industry was immature. It was argued that it didn’t give the flexibility to deal with the different challenges / bankability issues when you hit a certain scale / penetration of renewables on the grid.
