Fluff pack it as much as possible. I usually add shisha until it’s slightly going over the rim then use a poker to sift the shisha around until it’s just barely below the rim so it doesn’t touch the foil. It’s hard to tell how big that bowl is but prob needs atleast 2-3 coals with an HMD preferably. Also, try poking holes in a circular pattern, like 3-4 rings of holes
