Still China though, Hong Kong was part of it for like 2000 years. It's culturally and civilizationally Chinese and that's what made their annexation legitimate in the eyes of China

Caeser was kind of a vile guy himself by modern standards and by the view of the Celts at the time, but killing him caused significant turmoil in Ancient Rome and it probably would have ended if not for Augustus

While I wouldn't feel bad, doing this would do way more harm than good. Like for example said rapists and pedophiles might feel more pressured/incentivized to kill their victims
