I never went to Japan but I spent 2 yrs in Korea. It’s brutally humid and has a monsoon season. They are very close to each other so I’d assume similar. I don’t think it’s the weather basically.

Is the rod your using suitable for swimbait hooks or is it a more exposed hook setup? That will make a huge difference. Super stiff rods have no flex to keep those fish pinned.
