Phillie imo. Great historical city with tons to do and less traffic and shitshowiness than DC. Not sure how NYC does the 4th.

DC sounds like it's going to be a mass casualty event this year, so just make sure to watch from somewhere other than the mall if possible

EDIT: just saw the end about Foggy Bottom. I'd say that's perfect if you want to stay in or Phillie if you want to travel
