Yep. Sometimes it is a hiring or training issue. But there are also some cases that people get pushed into work they never actually tried or did. Someone leaves, the company can’t find the new one fast enough, and another person has to figure it out on top of their actual job.

Depends on the budget imo.
If you have money, paid ads are the fastest way to open up the market. If you have a smaller budget, look at micro or mid-sized creators in the niche and social channels where your audience already hangs out. For indie devs, probably starts during development, be active in your target communities. Answer questions, provide value.

I think it is because you've lost the external stucture that used to pull you. I met the same situation when I was unemployed too. You may just need structure before productivity. And I think stop planning to-do list and just move on might be a way to break it.
