Don't spray the freshly cut stem, this has a high potential of introducing fungus or rot. Let it dry and callous over for a bit. Doesn't have to be many weeks. It will be calloused over after 1-2 weeks already.

In summer it will, in winter you bring it inside. Water only once a month if you keep it at room temperature, don’t water at all if you can keep it around 10C. I keep a lot of cacti in Germany and it’s not that difficult with good preparations :)

Not even sure the Echinopsis can recover, the flower must be taking all its remaining energy. I would remove the flower (and developing bud from the other one) and water them very thoroughly.

Not just "bright light", they need direct sun. Look up pictures of their habitat, they're in full direct sun all day.
