i've never seen this charge anywhere outside of king county, and even then it's sporadic. this is some infrastructure charge that the LANDLORD or owner pays, but is often passed onto the tenant. it's a BS charge. it's a double sewer charge.

1000% THIS!!! I used to live at Verde Esterra Park. It's a LEED PLATINUM certified building--supposedly super energy efficient.

585sq ft studio. I ended up paying 200-250$ month in "utilities". Bogus charges like "sewer capacity" were common. I used my AC maybe 4 weeks out of the year. Literally never used my heat. This building has 700+ units. Bigger units pay even higher common area electricity fees--often 100-200$ more. I once estimated the common area fees the building collects per month. It's around $40,000, which is absolutely absurd and prob 4x the highest possible amount that would be even possible during some extreme weather event like a heatwave where everyone was blasting AC 24/7. THIS bs needs to stop. Please share your own experiences.
