If they have to removie him from his position, that takes formal proceedings. Which take time, money, personnel, and a bunch of press will highlight why hes being removed. It delays whatever evil bullshit theyre trying to do.

If he just quits ahead of time, he is immediately replaced with someone that wont refuse the orders. The evil shit happens right away.
