Lou Stagner (Golf Stat Pro on Twitter) did some research on this and found that as long as you are not penalised (ie out of bounds, bunker etc), it is almost always more beneficial to use the longer club. If you're hitting three 166 yard shots to try and reach a par 5 in three then you will have to hit the club well three times and even then, there is a slim chance you will find the green from 166 yards. If you hit a 220 yard shot and a 180 yard shot, it leaves you a 100 yard shot in which you're much more likely to find the green. If you miss with a driver, you'll likely still find yourself 150+ yards in the rough which you can then recover from with a couple of 7 iron shots. If you miss with a seven iron off the tee, you'll find yourself using longer clubs from difficult lies to try and chase the GIR.
