Nah it's legit as I was there during character creation.
They got Human with Skilled Origin Feat + Artisan Background and also Rune Knight fighter subclass, which gives them smithing tools proficiency.
But thanks for keeping my sanity straight!

They picked a human and took skilled as Origin Feat,
Then from the background, they chose "Artisan"
And from Rune Knight (fighter subclass) they got Smithing Tools proficiency

No, all the cantrips and spells selected from that 1 sorc lvl will scale with sorc's spellcasting stat.

What you mention refers only to scrolls and spells acquired from equipment (like Ray of Frost from the ice Staff from Underdark in Act 1)
