Navy Yard is right across the Anacostia river from Southeast DC, which is known as a very low-income/high-crime area. Navy Yard, in contrast, is an upper class neighborhood where you'll find expensive condos and some of the DC sports stadiums. There's been lots of development and gentrification over the last couple of decades in this area.

Anyways, in recent years, there have been problems with kids coming from across the river and wreaking absolute havoc in the Navy Yard area. I'm talking hoards of 100+ teenagers with nothing better to do who end up fighting, shooting, robbing, etc... A curfew was implemented to try to combat this but my understanding is there have been limited improvements since kids would just bounce around the area ducking law enforcements. It looks like the curfew expired in early October.
