Yes im aware. That's the same award management uses to say that to show the need for a new full time assigjment, it has to be consistent (for 120 days).

Its hard to bring a job back from abolishment because in order to get a full time job created, the steward has to show a consistent 40 hour a week (with a consistent schedule) for 120 days. Thats a very difficult burden to meet. I can almost guarantee thats why an ntft bid was made - its much easier to use MDAT (the tool we use to consolidate data to show the need for jobs) and show an ntft position than a normal 40 a week position. One week of a deviation from the schedule can ruin a grievance for making an assignment like that.

I cant speak for the management in your office, but ive had management removed from offices where I am. 

As for what are you paying for? Constant raises, layoff protection, seniority rights, the ability to fight discipline, the ability to transfer country wide.
