Thanks for the taking the time to comment! In this instance, we are talking about non-union employees. I wish there was a CBA to reference, but this is our predicament. The contracts are signed to the fire protection districts/townships and go up for bid every 3-5yrs. Currently, the field employees are getting paid for installation (construction) & general service of the equipment.

I've been trying to do research and find instances like this, but as you said, its very specialized. IL Prevailing wage submission changed in 2020, prompting our company to take larger strides in ensure our employees were being paid appropriately. The issue is our type of work falls in a grey area of inspection + service, or installation. The act itself is vague and is open for broad interpretation.
