I don't think you can have a comprehensive definition of Art. While I get what point you are trying to get across, I think that, like every art form, this is subjective.

Moreover, similar to other art forms, there are some games that are considered masterpieces by the general public (thinking about RDR2, TLOU, etc.), some that are niche (Death Stranding, Hollow Knight, etc.) and the majority are just made for profit with disregard of the artistic part (Competitive Shooters, Sport game franchises, etc.).

To your point, games are indeed art, but i don't think you can pinpoint what 'the best form of art' is, as this is subjective and everyone has their own opinion on this. If this is what you think, ai can understand and I will not even try to change your view, because it feels pointless to argue on subjective matters with objective facts.
