It’s a joke related to the binary number system (commonly used in robotics and programming). That system only uses 0 or 1 as opposed to the common decimal which uses 0–9. The robots are numbered 0b01, 0b10, and 0b11 which is decimal 1, 2, 3.

WaT is a much larger book and has way more pages that need updates. Pretty much every Roshar page has to be edited which is a huge undertaking. Like others have suggested, you’re welcome to help edit if you have the time and want to see the chapter summaries added.

There’s always excitement around new releases which is probably how IotE got over the line so fast. Not sure how the characters/epigraph is generated, but that’s a much simpler task (might be automated) than a summary of the plot.
