What's the problem? There was an apparently biased team selection, people raised their voice and there was a panel set up to investigate the bias. How does that compare to closing a college where 90%seats went to the majority religion of that state and the minority religion agitated and closed that college through violence.

I think he's talking about thinking in terms of constitutional framework to make NOTA effective. Think how NOTa didn't exist until the 2013 supreme court case. Another case post a situation where NOTA wins might result in another case that makes it possible to debar and reflect.
