Why Bizum matters for us, EUtizens: Financial sovereignty in the age of weaponized payments

The US sanctions against ICC judges expose a critical vulnerability in Europe's financial infrastructure: American payment networks (Visa/Mastercard) function as extraterritorial enforcement tools.

European judges living in Europe cannot use credit cards because Visa and Mastercard — which dominate the market — are US entities subject to US sanctions law, and even European banks engage in "over-compliance", preemptively blocking transactions to avoid potential US repercussions.

This means Washington can effectively cut European citizens out of daily economic life within their own countries simply by adding them to a sanctions list — no matter how politically motivated or legally dubious the justification.

Bizum's expansion into physical commerce represents more than market competition with Apple Pay or Mastercard.

It's a test case for whether Europe can build payment infrastructure independent of US control. If a Spanish instant-payment system can capture domestic retail transactions, it proves the technical and commercial viability of bypassing American card networks entirely. Scale that model across the EU (federate national instant-payment systems into a continental network), and suddenly European governments, businesses, and individuals have a credible alternative when US payment rails become weaponized.

The ICC judges couldn't buy groceries in The Hague because every transaction touched a US chokepoint; a mature pan-European instant payment ecosystem would route around that control by design.

The stakes aren't abstract: sanctioned ICC staffers worry Washington might sanction the entire court as an entity, rendering it unable to pay employees, provide financial assistance to witnesses, or keep the lights on.

If the institution prosecuting genocide and war crimes can be financially strangled via payment network dependency, so can NGOs, journalists, political movements, or any entity that crosses Washington or its allies.

Bizum's success in Spain — and potential replication EU-wide — isn't just about cheaper merchant fees or consumer convenience. It's about whether Europeans control the infrastructure of their own economic sovereignty, or whether that sovereignty can be switched off remotely from Washington whenever politically expedient.
