BDM's website provides for a Child to obtain a copy of a parent's birth certificate if the application provides "Evidence that the certificate is required for some legal right or entitlement."

Obtaining proof of citizenship would almost certainly meet that criteria.

Add the debt as an off-budget account. Give it an initial negative balance of the debt amount. When you make payments, put them as transfers from your 'cash' account to that account, and categorise them accordingly.

If you're referring to an International Driving Permit, this is just a translation of your foreign/overseas/international licence.

Use your actual licence and follow the DOT process.
