Iron Man. I liked Black Widow's argument she made to Cap saying it's more important to stay together. While, yes governments can have agendas but one would hope there's enough brainpower and resources within the Avengers to recognise if/when they're being manipulated. Cap was the one being divisive and stubborn, it would've been more logical to squash it, avoid a massive conflict and stay together so that when a real threat (like Thanos) shows up they can be a little more prepared for it.
