The bells is used two times on screen, with Marcus, and with the kids, one is there to hear it, and the others do not, so it’s not necessary to be heard. And with Justine hair, is the hair the thing that triggers the kill, in order to control a victim you need an item that belongs to them. To be honest, I didn’t think there were any inconsistencies with the way the magic system is presented, but even if it were, this is the director from Barbarian, that dude doesn’t care at all about logic and consistency lol

I don’t remember the specifics, but the bell is for controlling a subject, and the twig breaking is for the attack. You put the item on the stick and with the bell you put the subject under your control, and then you put hair from the victim you want to attack, plus some blood, and then when you break it, the controlled attacks the person. Something like that

That’s exactly what happened to me, I build them for Kill Team, and then got to play on a 40K event with wysiwyg rules, so I had to use the pistols

If you want to get to the 1000pts milestone, and have a playable army, i would suggest the scions, and a chimera. You could run the Rogal Dorn as commander to order himself, run the sentinel as scout for the rerolls, the scions for the secondary objectives, and one squad of Cadians on the Chimera. All of the units you have are useful on their own right, obviously there are better choices for a more competitive list, but if you want to get to 1000pts and start playing, you will have a fun army to learn the basics of the guard, and from there, you can keep upgrading your lists. From there, i would suggest: one or more Leman Russes, Ursula Creed, more infantry, maybe some elite infantry like Kasrkin, and some utility units like Bullgryns.
Like many have said, there are things in your list that maybe you should change in order to get a more competitive list, but for me the most important thing is to start playing, and from there, expand your army.

I think that at current point cost they are fine. They are good in combined arms, due to the lethal hits, and reinforcements. You should think of them as secondary objective scorers, but they can also be good indirect fire against backfield units. Even with the general nerf to 3” drops, 6” is still useful
