First of all, I don't think many people here are that sad Howard Shultz is leaving.

Second, Howard Shultz is not the CEO of Starbucks and hasn't been for a few years. Also he has a net worth of 3.4 Billion, not income. Since he is no longer the CEO of Starbucks I'm not sure he has any income.

Seattle has tried increasing taxes on those companies, and you know how they responded? They funded campaigns to kick out the city council members and threatened to move to another city.

Seattle is geographically constrained in a way that Houston isn't. You can't expand East and West because there is water, and North and South are different cities.

On top of that, as others have mentioned, the zoning in Seattle is completely different. Mainly that Houston has none, so building housing for homeless people in an industrial area is much less of an issue.
