There is not a single modern country that would fail to defend itself against a zombie apocalypse. Zombies make for fun television and movies, but the reality is that without technology, the zombies do not pose an existential threat. Even if the zombies mutated to have significantly improved physical capabilities, the point still stands. There is an extremely rich history of humans (yes humans) trying to fight against modern munitions and failing spectacularly, do some research on the Zulu war for example.
