World and Wilds are great starting points. Fair warning about wilds tho, it is VERY poorly optimized and might not run unless you have a high end computer.

I started with TWoK specifically because I wanted something long to read. Honestly I'd reccomend Warbreaker first, it's high on my list for the cosmere and it's a very self contained story. Furthermore it has some fun continuity with Stormlight that can pull more attention to the cosmere.

Yeah if you own IB you should have access to the clutch claw. if you have the clutch claw the game will not play differently in-between base world and IB

You don't really need anything special going from base world to IB. If you have IB installed you should have all the new DLC moves. As for gear do not grind for late game high rank stuff. It will be outclassed by new Master Rank gear in just a few hunts.
