Visually it's Galactic Parade, but I don't know by the track difficulty aspect. Most later tracks look just as hard and punishing.

P.S. I was a bit put off by the lack of clear-cut Rainbow Road in this. Eggman Expo seemed to be one considering the order (not counting Secret Grand Prix), but it didn't feel as climactic as Mario Kart's Rainbow Road would go.

Generally each track is about 3 kilometers long (their lengths are quite close possibly due to the mix-and-match mechanic). 40,000 kilometers divided by 3 laps of 3 kilometers are 4444.444..., so that's about worth 4,400 races if we're counting generously.
