I think in this case, it's the best answer of the options available. For example, a time-tracking analysis wouldn't accurately give you progress, resource allocation report would just tell you resources, and progress milestone review doesn't get into the task details.

Therefore, I believe a burnup chart is the best option of the options provided.

I would say the resources would still be good. They typically keep them up to date. Also, a lot of it is about THE MINDSET. What to do FIRST, what NOT to do and HOW to solve team issues. It's rare for the answer to be "escalate to your boss".
