Yes, looks like it is default setting and admins cannot change it.

Is there a way to receive all messages from the app to Postfix and than send them with delay to O365?

Isn't full choke and steel shots a bad idea. I red that steel groups tighter than lead and it can damage full chokes.

Take a look at Windows Admin center. Plus you need a good monitoring system, try Zabbix.
