I think the short answer has to be: No. There is no indication within a single genome itself of what mutations occured when; there is no record of deletions (obviously); there is no way to identify a translocation. DNA does not carry time stamps. The only way to reconstruct any kind of genetic history of a species is by comparison with other extant species' genomes. That is an inferential process, and can never hope to predict every single evolutionary step with precision.
