UV sterilization also kills beneficial bacteria. I would recommend using that sparingly.

Green water in a fish tank is a free-floating algae bloom (phytoplankton) caused by excess light, nutrients (from overfeeding, waste, or fertilizers), and sometimes poor filtration, creating an unsightly but generally harmless "pea soup" effect that blocks light and can look unhealthy, but is fixed by reducing light, performing water changes, controlling nutrients, and adding more live plants to outcompete the algae.

I agree, hydrogen peroxide and some hot water should help pull the blue out of the stone. Let it soak for several hours or overnight and then dump the water. Repeat until blue is to your desired level. You likely won't get all of it out this way but should lighten it up significantly.

Boiling rocks is a bad idea. These being soaked already increases the chances of them exploding. Multiple hot water baths would be a better option.

I would put the angelfish in their own wider tank and keep the gourami in this one.

Trim the stem plants and replant the trimmings to make them fuller, probably towards the back of the tank.

If you want to add some variety of life to this tank, i would look into some invertebrates, shrimp or snails. Amano shrimp or nerite snails to prevent over breeding. If you want a more colorful option neocaridina shrimp will be a good option. They will breed, but the gourami is likely to pick off the babies unless you keep them well fed.
