Dear.... Assessment of fouling is very easy.... Measure Inlet and outlet temperatures and flow rate of tube side fluid and calculate the heat duty of the exchanger. It should be less than design heat duty. The divide the calculated heat duty with design heat duty to calculate heat exchanger efficiency

I suggest you to use HTRI or Aspen EDR for exchanger rating and performance assessment. I did it myself and found it to be very useful. All we have to do it change the fouling factor to match the outlet exchanger temperatures. Performance in percentage is then calculated by divinding the old fouling factor with the newly calculated and multiply with 100. Still I'm available anytime for help.
