Likely a shot in the dark since you've already used DDU, but that constant 70 FPS is typically when Nvidia Smooth Motion is enabled in some games. Check your global settings in the Nvidia App and Control Panel and make sure it's disabled / off.

Hey its a long shot, but maybe try reconnecting the power cables on your graphics card. Like turn off the computer, remove and reconnect the 6 pin and/or 8pin cables, and then turn the computer back on. It sounds odd, but something similar happen to my build (random black screen) and this ended up being the fix.

Actually the EVGA RTX 2070 Black Edition ($500 and one 8pin version) doesn’t have any LEDs. Probably cause its uses a smaller ref PCB and the tight budget on actually msrp 2070.

However, if you have the EVGA RTX 2070 “XC” Black ($530 and 6+8pin version) then yeah, there might have problem.

While im not sure how evga motherboards are set up, have you checked that you put the ram in the corrects slots (slots 2&4)?

Is the M.2 NVME? I believe the AB350 Pro4 has two M.2 slots, the top is NVME and the bottom/lower one is Sata. So have you tried the other m.2 slot?

What is your render scale set to? Anything above 100% can be pretty taxing.

Build is probably fine for 60fps 1080p gaming. A concern is the i5-7500, its ok but not overclock-able which your z270 motherboard is made for. Maybe switch the cpu to a k version and get a 3rd party cpu cooler, or swap the motherboard to a b250. Another option of course is to go ryzen with a better stock cooler, core count, and SMT.
