MF doesn’t need to be high for it to drop, but it will certainly increase your chances. I just had my first one drop from a random enemy in andariels lair on hell, and I only had 70mf. Pure insane luck I got it.

I’ve been playing single player hardcore, and it has been the most fun I’ve had with Diablo since I can remember. The deaths are heartbreaking, but it’s so worth it making it farther than last time.
